GCCI BULLETIN DECEMBER 2024
December 2024
Goa has always been celebrated for its breathtaking beauty and vibrant culture, but today, it holds the potential to become much more – a symbol of innovation, sustainability, and inclusive growth.
The Government of Goa has already taken meaningful steps laying the groundwork for the state’s transformation. From the development of world-class infrastructure like the Mopa Airport and the Zuari Bridge to initiatives aimed at promoting renewable energy and investment-friendly policies, the state has shown a clear commitment to progress. Efforts to enhance public transport, prioritise waste management, and position Goa as a global tourism destination reflect a forward-thinking approach. These actions provide a strong foundation, and it is now up to the business community including GCCI to partner with the Government and other stakeholders to build on this momentum and drive Goa to new heights.
At the latest Leaders@GCCI event, Shri Amitabh Kant shared a powerful vision for Goa’s future. He emphasised the need for bold, urgent action and highlighted how dismantling outdated systems can unlock high-value opportunities. Goa must evolve from a laid-back destination to a thriving hub of innovation and investment while staying true to its roots.
Sustainability is a necessity for Goa to secure its future. As members of Goa Chamber, we must champion green initiatives and lead by example. Goa must aim to generate a significant portion of its energy from renewable sources by 2030, leveraging the potential of solar and wind projects. Investments in waste-to-energy facilities, recycling hubs, and composting units will address waste management challenges while creating profitable business models. Clean beaches, effective waste segregation, and bans on single-use plastics are essential steps. Mandating rainwater harvesting and incentivizing community-led cleanliness initiatives can foster a culture of accountability and pride. However, sustainability requires a mindset shift, one that we, as leaders, must advocate for and help drive through partnerships.

Efficient transport is key to economic growth, and Goa’s current setup needs a comprehensive overhaul to meet the demands of its citizens and industries. Multimodal mobility hubs with electric buses, shared EVs, and water taxis can seamlessly connect industrial zones, education hubs, transport hubs and residential areas. There must also be a significant increase in the public transport fleet, supported by the development of all- weather interchange stations. Private enterprises have an opportunity to introduce app- based shared mobility solutions, which would cater to locals and businesses alike. Sustainable mobility solutions that enhance connectivity and reduce logistical inefficiencies are vital to transforming Goa.
Goa’s tourism sector must evolve from mass tourism to experiential tourism. By leveraging infrastructure like Mopa Airport and focusing on curated cultural experiences, the state can attract high-value travelers while preserving its unique charm. Innovation will also be a critical driver of Goa’s future growth. This transformation must start with education. Partnering with the government to establish industry-led vocational courses and advanced skilling centers in renewable energy, logistics, and IT will help bridge critical talent gaps. By attracting global capability centers and fostering a startup ecosystem, Goa can position itself as a hub for clean energy and tech-driven tourism solutions.
Infrastructure and governance must support this transformation. High-quality infrastructure is essential for both businesses and citizens. Simplified approvals, automated regulatory processes, and investor-friendly policies will enhance the ease of doing business, creating an environment conducive to investment and growth. Without welcoming job creators, job growth won’t happen. Transparency and accountability in governance will drive the long- term development needed for Goa to thrive.
As members of GCCI, it is time to complement the efforts of the Government and citizens, and lead Goa’s transformation. By collaborating with the government, investing in innovation, and embedding sustainability into our practices, we can unlock Goa’s full potential. The choices we make today will define Goa’s future. Together, let us commit to building a state that thrives on innovation, embraces sustainability, and creates opportunities for all. It is time to take Goa to the next level, starting with us.
